The 152-year-old Darul Uloom Deoband seminary is located in the town of Deoband, in India\u2019s Uttar Pradesh province. The new <em>fatwa<\/em> was issued in the name of the seminary\u2019s Grand Mufti, Habibur Rehman, who told a meeting of thousands of Islamic scholars and students: \u201cIslam rejects all kinds of unjust violence, breach of peace, bloodshed, murder and plunder and does not allow it in any form\u201d (Independent, June 2).<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2016\/06\/dar-usool.jpg\" rel=\"attachment wp-att-2795\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2795\" src=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2016\/06\/dar-usool.jpg\" alt=\"dar usool\" width=\"700\" height=\"400\" srcset=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2016\/06\/dar-usool.jpg 700w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2016\/06\/dar-usool-300x171.jpg 300w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2016\/06\/dar-usool-500x286.jpg 500w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><em><strong>Darul Uloom Deoband Seminary<\/strong><\/em><\/p>\n<p>The announcement of the fatwa came in New Delhi during the Anti-Terrorism and Global Peace Conference. Based on a re-examination of relevant Islamic texts, the fatwa stated: \u201cIt is proved from clear guidelines provided in the Holy Quran that allegations of terrorism against a religion which preaches and guarantees world peace is nothing but a lie. The religion of Islam has come to wipe out all kinds of terrorism and to spread the message of global peace\u201d (Times of India, June 1). The ruling was ratified by a host of other Muslim organizations and a mass \u201coath of allegiance\u201d to the <em>fatwa<\/em> was given at the gathering. India\u2019s 140 million Muslims, 13 percent of the population, comprise the world\u2019s third-largest national community of Muslims.<\/p>\n<p>The Deobandi scholars also issued a definition of terrorism to support the fatwa: \u201cAny action that targets innocents, whether by an individual or by any government or by a private organization anywhere in the world constitutes, according to Islam, an act of terrorism\u201d (Hindustan Times, June 1).<\/p>\n<p>Speakers from the Deoband seminary still took the opportunity to condemn the United States and its support for Israel. Deputy Rector Hazrat Maulana Qari Sayed Muhammad Usman told the crowd: \u201cWhenever Christian and American interests are hurt in any part of the world, they take prompt action to set things right even at the cost of human lives. They maintain silence though when Muslims are the victims\u201d (Times of India, June 1).<\/p>\n<p>India\u2019s opposition Bhartiya Janta Party (BJP), which has adopted a strong anti-terrorism stance, welcomed the ruling. Party leader Rajnath Singh declared: \u201cDeoband is seeking to dissociate Muslims from terrorism. But the central government wants to equate Muslims with terrorism and on this very basis is rejecting an anti-terrorism law\u201d (Times of India, June 2). The party is critical of the government\u2019s decision to repeal India\u2019s Prevention of Terrorism Act (The Hindu, June 1).<\/p>\n<p>While the Deobandi movement has spread across the world, the latest <em>fatwa<\/em> will be of particular interest to Britain, which now hosts 17 Deobandi seminaries providing 80 percent of Britain\u2019s domestically-trained imams (Independent, June 2).<\/p>\n<p>Following the Deobandi ruling, another of India\u2019s major Muslim organizations, the Jamiat Ulema-e Hind, issued its own anti-terrorism <em>fatwa<\/em> (Calcutta Telegraph, June 1).
