The current UN peacekeeping mission is expected to withdraw by the end of 2024, likely ushering in a period of greater instability in the historically troubled state of Nord-Kivu.<\/li>\n<li>Incompetence on the part of the DRC\u2019s army has led to a renewed reliance on European mercenaries and multilateral military operations. This has also opened the door to greater Russian involvement, with Moscow signing a military cooperation agreement with the DRC in March.<\/li>\n<\/ul>\n<hr \/>\n<p>Rarely paid, barely trained and poorly equipped, the army of the Democratic Republic of the Congo (DRC) is struggling to drive M23 rebels from the eastern Congo despite the help of UN troops, European mercenaries and military assistance from neighboring states and even nations far from the fighting. The ongoing difficulties of this army, the Forces arm\u00e9es de la r\u00e9publique d\u00e9mocratique du Congo (FARDC), have raised local concerns of infiltration or even collaboration with M23 (Mouvement du 23 mars) (<a href=\"https:\/\/www.voaafrica.com\/a\/drc-prosecutors-urge-court-to-execute-soldiers-for-cowardice-\/7549708.html\">AFP<\/a>, March 30). To revive FARDC\u2019s faltering offensive spirit, Kinshasa has now reintroduced capital punishment sentences in its military courts. M23 took the Nord-Kivu capital of Goma, but were defeated in 2013, their fighters fleeing across the border to refuge in Uganda and Rwanda. The movement began to return to the DRC quietly in 2017 under military leader Brigadier General Sultani Emmanuel Makenga. A Congo-born member of the Mugogwe sub-group of the Tutsi, Makenga helped bring Laurent-D\u00e9sir\u00e9 Kabila to power in the DRC in 1997 before Tutsis were ordered to leave the Congo during a general expulsion of \u201cforeign\u201d troops the next year (<a href=\"https:\/\/newafricanmagazine.com\/3565\/\"><em>New African<\/em><\/a>, February 15, 2013).<\/p>\n<p>A reorganized M23 retook the offensive in eastern Congo in October 2021 after Kinshasa launched a campaign to force all armed groups in its eastern provinces to disarm and demobilize. Under pressure from the rebels, President F\u00e9lix Antoine Tshisekedi Tshilombo declared in October 2022 that he would not give in to the \u201cfashionable\u201d trend of hiring mercenaries to combat rebellion in his country. Two months later, White mercenaries were spotted providing security around Goma airport (<a href=\"https:\/\/thegreatlakeseye.com\/post?s=DRC%3A--Mercenaries--will--bury--this--lawless--country--_885\">Great Lakes Eye<\/a> [Kigali], January 19, 2023). These were the vanguard of Romanian private military company (PMC) Asociatia RALF-ROLE, composed mostly of former members of the French Foreign Legion. The mission was meant to focus on training and securing Goma\u2019s international airport, but Romanian mercenaries have instead found themselves fighting at the front.<\/p>\n<p>RALF-ROLE originally consisted of 400 fighters, but Rwanda claims there are now as many as 2,000 mercenaries from Eastern Europe in Nord-Kivu (<a href=\"https:\/\/www.newtimes.co.rw\/article\/11510\/news\/africa\/rwanda-concerned-over-2000-mercenaries-in-dr-congo-kinshasa-backed-fdlr\"><em>New Times<\/em><\/a> [Kigali], October 16, 2023). A 2022 decision to lift a long-standing arms embargo on the DRC allowed a free flow of arms for the mercenaries, who are paid $5000 per month (<a href=\"https:\/\/observatornews.ro\/eveniment\/400-de-romani-lupta-in-congo-cine-este-horatiu-potra-seful-mercenarilor-ar-fi-avut-legaturi-si-cu-gruparea-rusawagner-562242.html\"><em>Observator<\/em><\/a> [Bucharest], February 9). The local habit of referring to the Romanians as \u201cRussians\u201d initially created many false reports of a Wagner presence in Nord-Kivu. Unlike Wagner\u2019s connections to the Kremlin, Romanian authorities have made it clear there is no state involvement with the Romanian mercenary group (<a href=\"https:\/\/observatornews.ro\/eveniment\/400-de-romani-lupta-in-congo-cine-este-horatiu-potra-seful-mercenarilor-ar-fi-avut-legaturi-si-cu-gruparea-rusawagner-562242.html\"><em>Observator<\/em><\/a> [Bucharest], February 9).<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5134\" src=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions.jpg\" alt=\"\" width=\"921\" height=\"518\" srcset=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions.jpg 921w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions-300x169.jpg 300w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions-768x432.jpg 768w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-FARDC-positions-500x281.jpg 500w\" sizes=\"auto, (max-width: 921px) 100vw, 921px\" \/><\/a><em><strong>FARDC Defensive Position<\/strong><\/em> (AFP)<\/p>\n<p>Nonetheless, there are indications that the Kremlin is seeking a military entry to the DRC; on March 5, Russia\u2019s Defense Ministry signed a military cooperation agreement with Kinshasa. The pact provides for joint military exercises, military training and visits by warships and military aircraft (<a href=\"https:\/\/tass.com\/defense\/1755957\">TASS<\/a>, March 5; <a href=\"https:\/\/www.digitalcongo.net\/article-en\/russia-drc-a-military-agreement-stipulates-the-request-for-combat-aircraft-and-training-between-the-two-countries\/\">Digitalcongo.net<\/a>, March 6). FARDC\u2019s aging air assets are currently flown by Georgian and Belarussian pilots, while their maintenance is in the hands of Bulgarian PMC Agemira\u00a0 (<a href=\"https:\/\/www.dw.com\/en\/are-white-mercenaries-fighting-in-the-drc-conflict\/a-64407711\">Deutsche Welle<\/a>, January 17, 2023; <a href=\"https:\/\/www.jeuneafrique.com\/1466570\/politique\/dans-lest-de-la-rdc-felix-tshisekedi-privatise-t-il-la-guerre-contre-le-m23\/\"><em>Jeune Afrique<\/em><\/a>, July 28, 2023).<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Mayi-Mayi.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5137\" src=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Mayi-Mayi.jpg\" alt=\"\" width=\"713\" height=\"401\" srcset=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Mayi-Mayi.jpg 713w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Mayi-Mayi-300x169.jpg 300w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Mayi-Mayi-500x281.jpg 500w\" sizes=\"auto, (max-width: 713px) 100vw, 713px\" \/><\/a><em><strong>Wazalendo Mayi Mayi<\/strong><\/em> (Congo Ind\u00e9pendant)<\/p>\n<p>Corrupt and undisciplined, FARDC is supported not only by the Hutu FDLR and European mercenaries, but also Burundian troops and the Wazalendo (Kiswahili &#8211; \u201cpatriots\u201d), a coalition of Mayi Mayi militias and other pro-government armed groups formed by FARDC in May 2023 (<a href=\"https:\/\/adf-magazine.com\/2024\/01\/wazalendo-add-to-eastern-drcs-complex-brew-of-combatants\/\">Africa Defense Forum<\/a>, January 16). The Mayi Mayi are local Congolese militias ostensibly engaged in a struggle for indigenous rights, but better known for drug-fuelled rampages against villagers involving rape, looting and murder (see <a href=\"https:\/\/jamestown.org\/brief\/briefs-46\/\">Terrorism Monitor<\/a>, April 3, 2014).<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-General-Nyaga.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5132\" src=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-General-Nyaga.jpg\" alt=\"\" width=\"732\" height=\"419\" srcset=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-General-Nyaga.jpg 732w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-General-Nyaga-300x172.jpg 300w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-General-Nyaga-500x286.jpg 500w\" sizes=\"auto, (max-width: 732px) 100vw, 732px\" \/><\/a><em><strong>EACRF Commander General Jeff Nyaga<\/strong><\/em><\/p>\n<p>The incompetence of FARDC forces Kinshasa to seek defenders abroad. The East African Community Regional Force (EACRF \u2013 Burundians, Ugandans, Kenyans and South Sudanese) deployed in Nord-Kivu in November 2022 during M23 advances, but withdrew its last troops in December 2023 after the DRC declined to renew its mandate (<a href=\"https:\/\/www.theeastafrican.co.ke\/tea\/news\/east-africa\/eacrf-completes-exit-from-eastern-drc-4471016#google_vignette\">East African<\/a> [Nairobi], December 21, 2023). Only months into their mission, EACRF faced threats in Goma from demonstrators who accused the force of failing to take the fight to M23, though their mandate called for an offensive only as a last resort (<a href=\"https:\/\/thegreatlakeseye.com\/post?s=DRC%3A--Foreign--mercenaries--hired--by--Tshisekedi--blocking--regional--peace--efforts_952\">Great Lakes Eye<\/a> [Kigali], March 21, 2023; <a href=\"https:\/\/drcnewstoday.com\/failed-drc-government-m23-take-position-as-minister-heaps-blame-on-eac\/\">DRC News<\/a>, May 16, 2023). EACRF\u2019s Kenyan commander, General Jeff Nyaga, resigned in April 2023, complaining of intimidation from \u201cforeign mercenaries\u201d (<a href=\"https:\/\/kt.cd\/rdc-le-commandant-de-la-force-de-leac-jette-leponge\/\">Kinshasa Times<\/a>, April 28, 2023). Nyaga was accused by the Congolese of \u201cpeaceful cohabitation\u201d with M23 and Rwandan troops in Kivu (<a href=\"https:\/\/kt.cd\/eac-voici-les-reproches-de-larmee-congolaise-au-general-jeff-nagah\/\">Kinshasa Times<\/a>, May 3, 2023). Dissatisfaction with EACRF\u2019s performance may have motivated Tshisekedi to intensify his recruitment of mercenaries.<\/p>\n<p>About 1,000 Tanzanian, Malawian and South African troops belonging to the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC) began to arrive as replacements for EACRF in December 2023, but deployment has been slow and six men have already been lost to M23 mortar fire (<a href=\"https:\/\/drcnewstoday.com\/fighting-a-lost-battle-south-african-soldiers-made-to-surrender-before-being-imprisoned-by-the-m23-in-the-east\/\">DRC News<\/a>, April 3; <a href=\"https:\/\/kt.cd\/nord-kivu-au-moins-4-soldats-de-la-sadc-tues-pres-de-goma-dans-une-attaque-du-m23\/\">Kinshasa Times<\/a>, April 9). SAMIDRC is led by South Africa\u2019s Major General Monwabisi Dyakopu, who fought M23 in 2013.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5133\" src=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco.jpg\" alt=\"\" width=\"1024\" height=\"677\" srcset=\"https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco.jpg 1024w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco-300x198.jpg 300w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco-768x508.jpg 768w, https:\/\/www.aberfoylesecurity.com\/wp-content\/uploads\/2024\/07\/TM-Congo-Mercs-2024-Monusco-454x300.jpg 454w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><em><strong>MONUSCO Patrol <\/strong><\/em>(PBS)<\/p>\n<p>Also active in Nord-Kivu are UN peacekeepers of MONUSCO (Mission de l&#8217;Organisation des Nations Unies pour la stabilisation en R\u00e9publique d\u00e9mocratique du Congo), the UN\u2019s largest and most-expensive peacekeeping mission. First deployed in 2000, MONUSCO now operates alongside FARDC to defend the Nord-Kivu cities of Sak\u00e9 and Goma (<a href=\"https:\/\/drcnewstoday.com\/efforts-stepped-up-monusco-forces-move-to-strengthen-their-presence-in-kanyabayonga-as-the-m23-advance\/\">DRC News<\/a>, March 13).<\/p>\n<p>Though remote and impoverished, Nord-Kivu\u2019s extraordinary mineral wealth continues to draw armed groups like moths to a flame.
